On January 1, 2011, changes to how over-the-counter (OTC) medicines are purchased using health care spending accounts were implemented. These accounts include: Health Savings Account ("HSA"), Flexible Spending Account ("FSA"), or Personal Care Account ("PCA").

Under the federal heath care reform law, payment for OTC medicines from these spending accounts will now need a prescription. When using health care spending accounts, the Internal Revenue Service will require a prescription for over-the-counter medicines just as you would for Federal Drug Administration controlled medicines.
